Treatment in Finland runs through a strong public system. Since the 2023 health and social services reform, substance-use services are organised by regional wellbeing services counties (hyvinvointialue), which coordinate assessment, outpatient care, detoxification and institutional rehabilitation. Alongside them, the A-Clinic network, run through the A-Clinic Foundation, provides outpatient addiction services across the country. National bodies such as the Finnish Institute for Health and Welfare (THL) and the EU Drugs Agency describe alcohol as the substance behind the largest share of treatment contacts, covering alcohol addiction, with a smaller but significant share for drug and alcohol abuse and combined use.

For most people in Finland, the first step costs nothing and needs no referral. The question is rarely whether help exists, it is which route fits your situation and how quickly you can access an intensive residential place if you need one. Whichever route you take, the right level of care for your addiction recovery is the one that matches your needs today, not simply the cheapest or the most well known.

Free and public options in Finland

Start here. These are free or heavily subsidised, they are local, and for a great many people they are enough.

Who each free service is for

Deciding to go to rehab, whether outpatient or residential, is easier once you know who to call first. Your wellbeing services county is the main gateway: it assesses your needs, provides outpatient care and detoxification, and can grant a payment commitment for institutional rehabilitation where that is the right step. The A-Clinic is the everyday outpatient service for alcohol, drug and mixed use, supporting drug and alcohol addiction recovery, with assessment, therapy discussions, substitution treatment and referral onward. AA and NA run free peer meetings, some in English, and work alongside any treatment, whether you receive treatment through the county or during a stay in rehab abroad. Private and residential rehab in Finland: the honest reality

Unlike some countries, Finland does have real residential options within the public system. Institutional rehabilitation is arranged through your wellbeing services county, usually as a voucher or payment commitment for a Kela-approved institution, often granted a month at a time. Where the county pays, you cover only a small capped deductible, and higher earners may pay more.

Private rehab centres and residential centres also exist in Finland, mostly self-pay. First, the public system: outpatient treatment is free, and inpatient care through your county is largely paid for once a payment commitment is granted. Second, the Kela rehabilitation allowance, which people aged 16 to 67 may receive during rehabilitation at a Kela-approved institution to help replace lost income, calculated on your earnings. Third, private insurance or self-pay, which is how most private residential stays and any treatment abroad are funded.

There is no single best rehab for everyone: different rehab centres and rehab facilities offer different strengths, and some of the best rehab centres focus on medical detox, others on residential alcohol and drug rehab, and others on outpatient treatment close to home. The type of rehab that suits you, and the right treatment programme within it, depends entirely on your circumstances, and rehab may suit one person far better than another. Rehab may seem overwhelming to compare at first, but the free options above are usually the right place to start.

Both are free, and neither needs a referral for outpatient care. Ask your county about institutional rehabilitation if you need a residential stay, because a payment commitment can cover most of the cost. Private residential in Finland if you want to choose your own centre and timing and can self-pay or claim on insurance. Treatment abroad only if a private stay is what you want, distance from your usual environment would help, you can travel, and you do not need an immediate hospital detox. Use AA or NA alongside whatever you choose. If a local Finnish route serves you better, take it.
